An epistemological system is a system with the capacity for cognition.
What does cognition mean?
In NPS Systemontology, the most basal form of cognition consists in detecting (= perceiving) information.
In NPS Systemontology, every interacting system is, in principle, capable of detecting/perceiving information and using it as ontological input for system-internal interactions.
Since every interacting system is capable of detecting/perceiving information, every interacting system is an epistemological system.
